Pakistan has put more children in school than ever. Are they learning?

Pakistan has made real progress on school enrolment over the last two decades. However it has made almost very little progress on actual learning. The gap between schooling and learning remains quite wide, and learning outcomes vary significantly especially based on province. According to World Bank data, between 2001–02 and 2017–18, net primary enrolment in Pakistan rose from 55% to 68%. However, in 2022, 77% of primary school children in Pakistan were reported unable to read a simple age appropriate text. Concerningly, this tells us that the expansion of schooling has not produced an expansion of learning.
